Increasing the supply allowance of the country’s public school teachers is one way of enhancing the quality of education in the country’s public schools, the Commission on Human Rights (CHR) declared. ManilaBulletin READ:

Thus, the CHR batted for the immediate enactment into law of Senate Bill No. 1964 on the “Kabalikat sa Pagtuturo” Act. The bill, which proposes an increase in teachers’ supply allowance , has been passed during its third and final reading at the Senate.

"By enhancing the resources for teachers, we concurrently take a significant step towards ensuring the realization of the right to quality education for all," it stressed. By addressing the financial challenges they are facing, the CHR believes it contributes to their right to work in decent conditions and right to an adequate standard of living.

Thus, it expressed hopes for the passage into law of SB 1964 which is “the right direction for more programs and policies to be crafted that will respond to the pressing concerns of teachers and educators in all levels of education, such as appropriate remuneration, professional growth and development, freedom of expression and participation, and equal opportunity.”
