European chocolatiers say a trade pact with Japan isn't as sweet a deal as they'd hoped.
Those limits are based on weight — and that's a problem for candy-makers. Much of their product consists of sugar, and, in some cases, a lot of it comes from outside the EU. The chocolate industry is used to rules of origin based on value, which have been standard in other trade deals and mean sugar hasn't been a problem. Sugar is cheap and so makes up a small percentage of a chocolate bar's value.
