All three were chosen by Xi Jinping , with Dong specifically selected after a four-month vetting process. This follows the corruption investigations and dismissals of his predecessors, Li Shangfu and Wei Fenghe. Dong was not appointed to the Central Military Commission or as a State Councilor, despite the usual protocol.
