"They got to find a place, a safe place for their kiddo, which is probably around hours and price point that's hard to make sense of in terms of what jobs are willing to offer for them," said Lisa Gennetian, an economist who works for Duke University's Center for Child & Family Policy. If I was making what I make on a 10-month check then I would qualify but because I get paid for 12 months I don't qualify," said Cooper.
