A Chico man was reportedly driving 80 mph in a 25 zone and ran a red light before the crash Sunday afternoon that killed two college students, Butte County’s district attorney said.

Matthew Moen, 31, has been charged with two counts of gross vehicular manslaughter while intoxicated and is being held without bail.Around 4:50 p.m. on Sunday, Moen was northbound in a Volvo sedan on Neal Dow Avenue in Chico, a two-lane residential street alongside an elementary school. The speed limit is 25, and there are speed bumps on that stretch, but witnesses estimated the Volvo was going 80.

At the intersection with Fifth Avenue, Moen’s car allegedly went through a red light and struck a Jeep. The collision sent the Jeep into a home on the northwest corner. Pronounced dead at the scene were the Jeep’s two occupants: Cassi Tejada, 22, of Visalia, and Courtney Kendall, 24, of Louisiana. Tejada was a student at Chico State and Kendall at Louisiana State, both on track to graduate in June. Kendall had been visiting Tejada and was due to return to Louisiana the next day.Results of his blood alcohol test were not yet available, Ramsey said in the press release.
