Summary Warning: Contains spoilers for Chainsaw Man Chapter #174Chainsaw Man Part Two, despite being nearly 80 chapters and running in length, has never truly revealed its main villain. The looming presence of the Death Devil was introduced earlier in the story but has yet to be shown or given any motivation for a future attack. In the most recent chapter #174, humorously titled, "Ayyy, Aging", the true villains of Part Two finally seem to have made themselves known.
This plan is as grandiose as it gets, as Public Safety wants to abuse Chainsaw Man's incredible power of erasing things from existence to advance the evolution of humanity. The price they are willing to pay for this shows just how ruthless these humans can be, making devils look tame by comparison. Fumiko then reveals that the Aging Devil will agree to let itself be eaten by Chainsaw Man, so long as they put 10,000 Japanese children to their deaths. What should illicit an immediate and resounding 'no' from the government officials, is instead deliberated on, and eventually agreed to. Unfortunately, it seems the true evils of Chainsaw Man Part 2 are grounded in realistic themes of corruption and greed in government leaders.
The difference is that Makima's plan was only a cover she presented to Public Safety to hide her true intentions toward Chainsaw Man, while Fumiko seems to be speaking earnestly, at least for now. These similarities raise questions about Fumiko's identity, as well as her true motives. She is presented throughout the story as human, though someone who is fine with sacrificing the lives of 10,000 children would make a pretty decent Death Devil.
