James Coccagna, 67, of Chambersburg, used his position at the Letterkenny Army Depot to help four people fraudulently obtain federal contracts worth millions, prosecutors say.
A Franklin County man is facing up to five years in federal prison for using his position to help four people obtain more than $100 million in fraudulent contracts at Letterkenny Army Depot, where he worked, according to prosecutors.
Coccagna was the chief of engineering and planning in the directorate of public works at the depot when he helped the people, referred to only as co-conspirator 1 through 4, defraud the Small Business Administration between 2003 and 2014, according to Karam. The contracts, largely for construction work, were supposed to go to socially and economically disadvantaged employers who would guarantee that at least 15 percent of the cost of contract went to each company’s employees.
