Senate Bill 465 would make it illegal to possess a catalytic converter removed from a vehicle unless on a list of businesses allowed to possess it, such as an automotive shop, said state Sen. Paul Bettencourt, R-Houston, who filed the bill. If anyone on the approved list knows the converter was acquired illegally, however, they are not protected under the proposed legislation.
"This is an appalling public safety issue that we have to get under control, criminals are willing to kill over these converters," Bettencourt said. Joshua Stewart and Fredarius Clark are accused of killing Darren Almendarez outside a Joe V's grocery store, shooting him multiple times. Almendarez returned fire and struck both men.
