Members vote 3-2 to hoist rainbow banner without creating a new policy for commemorative flags

The Pride flag will go up over Carlsbad City Hall this month, the City Council decided on a 3-2 vote Tuesday.

Council members voted the same this week as before, with Mayor Keith Blackburn and Councilmember Melanie Burkholder opposed. The difference was that the proposed policy change needed four votes to pass, a requirement the City Council approved in 1970, and only three votes were necessary for a decision to fly the flag. Two neighboring cities, Vista and Encinitas, fly the Pride flag without a special policy for it, said Councilmember Teresa Acosta, who asked to place the item on Tuesday’s agenda.

The Carlsbad City Council voted 3-2 in 2019 to declare June as LGBTQ+ Pride Month each year going forward, but made no decision on the flag at the time. Some compared the Pride movement to Nazis, and one person said it was “a revival of perversity.” Others said those were unrealistic fears and that the rainbow colors are a symbol of love and safety for many people who feel they are marginalized by society.
