Building sand retention structures could increase erosion on downcoast cities, Carlsbad council members say

Carlsbad this week declined Oceanside’s invitation to participate in a jury that will judge proposals for sand retention structures to be built on Oceanside’s eroding beaches.

Groins are devices built of rock or concrete perpendicular to the beach, designed to catch and hold the longshore flow of sand. They are similar to jetties, which are built to protect the openings of harbors, rivers or other coastal features. “That is the point of the design competition and project design process,” he said in an email. “It is also important to reiterate that any recommended solution will need to go through a rigorous environmental review and permitting process prior to implementation.

Oceanside’s northernmost beaches are the only ones with much sand, and most of that comes from the annual dredging of the channel shared by the Marine boat basin and the city’s harbor, which was added in the 1960s. “We do not intend to pursue a project that eliminates sand flow to the south,” Borrego said. “In fact, the firms participating in our design competition will be judged, in large part, based on their ability to design a pilot program that will avoid detrimental impacts to our neighboring cities while protecting or enhancing existing environmental resources.”

“There will always be beach erosion downstream from the last groin,” she said. “If they do come up with some magical way to keep the sand on Oceanside’s beaches with groins and not impact our beaches, that would be great, but I don’t think that’s been done anywhere in the world.”Spurred by the reactions to Oceanside’s solo effort, the San Diego Association of Governments has launched studies for a new regional sand replenishment project, its third since 2001.
