One specific element from Captain America: New World Order could fix the power problem raised by the reveal of Thunderbolts' team. At D23 2022, Kevin Feige announced the full team for Marvel Studios' upcoming Thunderbolts. The team consists of three Black Widow characters in the form of Yelena Belova, Red Guardian, and Taskmaster, with Ghost, Bucky Barnes/Winter Soldier, John Walker/U.S. Agent, and Valentina Allegra de Fontaine rounding out the roster.

Julia Louis-Dreyfus’ Val Could Provide The Link Between Cap 4 & Thunderbolts The catalyst for Red Hulk joining the Thunderbolts could be Julia Louis-Dreyfus' Val. Black Panther: Wakanda Forever confirmed that Val was now the director of the CIA, meaning she would likely work closely with the President of the United States, a role Thunderbolt Ross is confirmed to hold in Captain America 4.
While Val has not been confirmed to appear in the film, rumors circulated online after Wakanda Forever's release that the CIA's desire to acquire Vibranium would continue into both Captain America 4 and Thunderbolts. If this rumor turns out to be true, it is highly likely Val plays a central role in Captain America alongside her already-confirmed appearance in Thunderbolts.
