An Army veteran from Carol Stream, Illinois , who is battling stage four pancreatic cancer, relies on his nearly 30-year-old Chevrolet Monte Carlo to get around. The car recently failed its required emissions test , and due to its age, the necessary part to pass the test is no longer available. Robert Arthur Kersting has applied for a repair waiver three times, but has been denied.
Despite reaching a representative from the Illinois Air Team emissions testing program, Kersting was advised to find the part at a junkyard, which he finds difficult due to his age and health. Kersting expresses frustration at the lack of compassion and leniency given his situation as a veteran
