"My son was placed all of last year in an office with a because his middle school did not have special education teachers and the elevator, which he needed because he's in a wheelchair, was broken," she said."What does that do to a student-- to be isolated in an office in his last year of middle school?"
Mireille Patman, mother of an 11-year-old son placed in special education, said the decentralized system caused her child to be placed in a private school. In January 2018, the federal Office of Special Education Programs announced it found TEA had failed to ensure all children with disabilities in the state were identified and evaluated. In October 2020, TEA told OSEP it believed it had completed all the required corrective actions. However, OSEP found the state had made only one of many required changes to its operations.
The agency has also created a strategic plan for statewide improvements, including hiring more than 70 staffers with special education expertise, a new supervision and monitoring system and “significant changes” to identifying and supporting students with dyslexia, officials say.
