America faces a challenge from China's rapid advancements in artificial intelligence (AI). While AI offers immense potential for economic growth and national security, China's investments are closing the gap. Britain dominated for a century thanks to innovations in coal and steam power, followed by America's leadership for another century fueled by electrification, materials science, and mass production. Now, artificial intelligence (AI) presents a new opportunity for America to lead in the 21st century, promising both economic growth and strengthened national security.

However, China's rapid advancements in AI, with billions invested in data centers and its integration across various sectors, pose a significant challenge. A recent expert report highlights America's decline in technological leadership, revealing that while the U.S. led in 60 out of 64 key technologies in 2003-2007, it now leads in only 7, with China surging ahead in 57. China's growth is evident in its scaling up of sectors like solar panels and electric vehicles, coupled with four times the number of computer science graduates compared to America. This trajectory suggests China could become an innovation superpower by 2030. Despite this challenge, America's narrow leadership in AI holds immense potential. McKinsey estimates that AI could add $22.1 trillion annually to the global economy, nearly equal to the current size of the U.S. economy. To capitalize on this opportunity, America needs a pro-innovation AI agenda that prioritizes scientific leadership and translates groundbreaking innovations in AI and quantum computing into practical tools with widespread benefits.Fortunately, AI development is largely driven by the American private sector, investing hundreds of billions annually in research and development. Led by technology giants, the top 25 American companies invested over $328 billion in the U.S. in 2023 alone. This commitment to future investment is crucial, but it requires supportive government policies to complement private-sector advancements. These policies should focus on fostering cutting-edge algorithms, world-leading computation (chips, data centers, and energy), digital infrastructure, and undersea cables. The Trump administration has a chance to accelerate progress by establishing a balanced and competitive AI agenda.This agenda should prioritize three key elements: alignment, balance, and competitiveness. Firstly, alignment means avoiding a fragmented regulatory landscape across states or between democratic allies that could hinder AI innovation. The contrasting approaches of America and Europe demonstrate this point. Europe's complex regulatory environment has been cited as a factor slowing down tech progress, creating a 'vicious circle of low investment and low innovation.' In contrast, America's approach in the 1990s, exemplified by policies like the Internet Tax Freedom Act, nurtured startups and encouraged a dynamic private sector. This resulted in America's higher economic output compared to Western Europe, Canada, and Japan. Streamlining and aligning rules is key to fostering innovation. Secondly, balance involves acknowledging both the risks and opportunities presented by AI. While AI carries the potential for misuse, it also holds immense promise. The new administration's approach should promote not only innovation but also the practical application of these technologies. Thirdly, competitiveness requires safeguarding American innovation and preventing measures that force data disclosure or hinder investment in cutting-edge AI
