The combined authority wants people's views on whether it should franchise bus services.
A 14-week consultation is to take place to help determine whether local bus services should be franchised.
It said franchising would give the authority control over routes, frequency and fares, whereas an alternative "partnership solution" would give it less control.The consultation will compare a franchising solution with an "enhanced partnership" approach, they said.
