Under AB 65, automated speed cameras, illegal in California, would be allowed as part of a pilot program in six cities: Los Angeles, Long Beach, Glendale, San Francisco, Oakland and San Jose.
Civil penalties would be $50, $100, $200 or $500 for exceeding the speed limit by 11 mph, 16 mph, 26 mph and over 100 mph. The first violation notice would be a warning.
Data shows higher death rates on urban streets in recent years. In California, traffic fatalities and serious injuries increased by nearly 16% from 2020 to 2021. Experts say low-income people, many without cars, are walking or riding bicycles more often than those with higher incomes and are more susceptible to being hit by a car. Many see speed cameras as a way to remind drivers to slow down after receiving a warning. Then, if a citation is issued, they may act as a deterrent.
The bill is actually the fourth one Friedman has tried in four years. The bill, which has more equity requirements than past versions, is the only one to get beyond the Assembly Appropriations Committee, receive approval by the full Assembly with bipartisan support and be approved by the Senate Transportation Committee.
