This system has forced both parties to closely monitor whether thier preferred candidates can survive crowded primary fields and secure a spot on the November ballot. Democrats have high hopes for the five districts that were redrawn after Proposition 50, a controversial ballot measure championed by the governor and state Democrats.

The initiative reconfigured the state's congressional map to give Democrats an electoral advantage in the midterms. The outgoing governor,who is term-limited and rumored to be considering a presidential sprint in 2028, framed the redistricting fight as pivotal for the soul of democracy. As California counts mail-in ballots received after Election Day, final results are often delayed. By Wednesday afternoon, several key races remained too close to call as officials continued tabulating votes.

Early returns indicated that Democrats were likely to advance candidates in their most targeted districts, preserving competitive opportunities that are expected to draw national attention and significant financial investment before November. Among the five California House Republicans originally targeted by the redistricting, only one remains: Rep. David Valadao. the late Rep. doug LaMalfa passed away, Rep. Darrell Issa retired, and Rep.

Ken Calvert moved to a different district to run against another Republican incumbent. Valadao, a centrist first elected in 2012,has been a long-sought target for Democrats, who hold a voter registration edge in his district. He has emphasized immigration reform though was ousted in the 2018 Democratic wave before reclaiming his seat in 2020 and surviving a tough reelection in 2022. He advanced to the November runoff,though the Democratic opponent who will join him remains undecided.

In another key race, Rep. kevin Kiley, who switched from Republican to independent earlier this year, has become a vocal critic of the redistricting, accusing Democrats of gerrymandering to weaken GOP incumbents. He also expressed frustration with House leadership. Kiley,a former teacher, previously represented California's conservative-leaning 3rd District, which was split into six fragments under the new map.

Instead of running in a safer Republican area, he re-registered as "No Party Preference" and ran in the redrawn 6th District, centered in Sacramento. As of Wednesday evening, he led the race with Republican Michael Stansfield in second and Democrat Richard Pan close behind. In the 40th District, incumbent Rep. Young Kim faced a challenge from fellow Republican Rep.

Ken Calvert, who was declared the primary winner. The second-place spot was still uncertain, potentially setting up a Republican vs. Republican general election to determine which incumbent retains the seat.

Meanwhile, in the 1st District, Rep. Doug LaMalfa's death triggered a special election held under the old district lines. Assembly Republican Leader James Gallagher won that race outright with about 55% of the vote, securing the seat for the GOP and restoring one member to the Republican conference's slim majority.

However, the new district configuration will make Gallagher's reelection bid far more competitive in the fall. Overall, the primary results suggest Democrats are positioned to compete in all five targeted districts, though the ultimate outcome of each race hinges on the final vote tallies and which candidates emerge from the top-two system to face off in November
