California may consider charging weight-based fees for drivers with heavier vehicles, such as SUVs and trucks.

, authored by San Diego Democrat Chris Ward, would require the California Transportation Commission to"study the relationship between vehicle weight and injuries to vulnerable road users, such as pedestrians and cyclists," as well as determine the"costs and benefits" of imposing a"passenger vehicle weight fee."in a statement to KTLA

, Ward said the purpose of the bill — Assembly Bill 251 — is to help lawmakers make informed decisions when considering future measures. "We know there are studies suggesting fatality rates can be higher for crashes involving heavier vehicles –– especially models weighing several thousand pounds,” Ward said. “AB 251 will look further into the relationship between vehicle weight and injuries to help inform policy in the future.”

The bill would have to be passed by the state Legislature and signed by Gov. Gavin Newsom before the California Transportation Commission can even begin its studies. The bill requests that the state Transportation Commission submit its findings to the the Legislature no later than Jan. 1, 2026, and from there, the Legislature would iron out specifics on the fees.

The bill would also request that the state Transportation Commission investigate how any revenue generated by such fees could be spent to"enhance safety for pedestrians, bicyclists, and other vulnerable road users."
