Opinion: Sacramento should reject these job killers

Which is why the last thing the California Legislature should do is pass even one of the 13 bills on the 2023 Job Killers List just released by the California Chamber of Commerce. “If passed, jobs-killing legislation would put even more pressure on California employers during a recession,” CalChamber President and CEO Jennifer Barrera told us. “A recession is the worst time to increase costs, impose new mandates or create new avenues of litigation.

Senate Bill 525 is by Sen. Maria Elena Durazo, D-Los Angeles. The bill “would require a health care worker minimum wage of $25 per hour.” The general minimum wage in California currently is $15.50, with some cities mandating more. As the late economist Walter Williams proved in research throughout his career, the minimum wage especially hurts the poor and the young just starting out. He said it cuts off the “lower rung” of the ladder to success.

Senate Bill 723 also is by Durazo. In CalChamber’s summary, this complicated bill “imposes an onerous and stringent process for specific employers to return employees to the workforce for specified industries, including hotels and restaurants” disproportionally impacted by the pandemic. Employers should remain free to hire whoever they want, when they want, not have the composition of their workforce dictated by the state.

Senate Bill 809 is by Sen. Lola Smallwood Cuevas, D-Los Angeles. The bill “would make it an unlawful employment practice to take adverse action against an employee … based on their arrest or conviction history” or to “reject an application … based on conviction history information provided by the applicant or learned from any other source.” Exceptions are made for positions in law enforcement and similar sensitive fields.

In sum, if even one of the 13 Job Killers is passed, Gov. Gavin Newsom should veto it. Jobs are terrible things to waste.
