California lawmakers have unanimously approved the creation of what is set to become the first state-funded guaranteed income plan in the U.S.

Local governments and community groups will apply to take part in the program, and will be responsible for ensuring money goes to residents. The money is intended to go toward pregnant women and young adults who are recently removed from foster care. Unlike many other government-backed social programs, there will be no restrictions on how the money can be spent.It's not clear how much the monthly payments will be, but similar programs enacted by localities around the U.S. typically pay between $500 and $1,000 a month. in May as a way to use part of the state's budget surplus of more than $75 billion.
