California Governor Gavin Newsom has declared his intention to veto a bill, AB 15 , that aims to limit cooperation between state prisons and federal immigration authorities if it reaches his desk. Introduced in December, AB 15 seeks to expand the California Values Act, often referred to as the state's 'sanctuary' law, to encompass the California Department of Corrections and Rehabilitation.
Under the proposed legislation, the state prison system would be prohibited from detaining individuals based solely on requests from Immigration and Customs Enforcement (ICE). It would also bar the transfer of individuals to ICE custody and prevent the sharing of an individual's release date with immigration officials. Current state law obligates the Department of Corrections and Rehabilitation to 'cooperate' with the U.S. Department of Homeland Security, including permitting the use of prison facilities for deportation hearings.While a first hearing for AB 15 has yet to be scheduled, a spokesperson for Governor Newsom's office confirmed to The National News Desk (TNND) that the governor will veto the bill if presented to him. Governor Newsom previously vetoed similar legislation, AB 1306, in 2023, citing the need to balance limiting interaction with federal agencies while maintaining trust and cooperation between law enforcement and local communities. The Governor stated that current law strikes the right balance, making him unable to sign AB 1306, which featured nearly identical language to AB 15. Assemblyman Mike Gipson, D-Los Angeles, the author of AB 15, was contacted for comment on the governor's stance but did not immediately respond.
