This changing landscape will result in a dramatic increase in the old-age dependency ratio, reaching 38 older adults per 100 working-age adults by 2038, up from 24 in 2020, marking the highest ever recorded. This trend could have significant political ramifications for the Democratic Party, which currently holds power in the state's governor's office and both legislative branches. PPIC data indicates that as younger voters comprise a smaller portion of California's electorate, the Democratic Party's voter base is likely to shrink. 'Younger people are more likely to be Democrats than their older counterparts. Young Californians are more liberal than older Californians across a range of policy topics, especially on questions of race relations and immigration,' a recent PPIC research brief states. 'Likely voters under 35 tend to embrace the state's traditional blue, with over 50% registering as Democrats.'This analysis coincides with California's recent experience of plummeting birth rates over the past few decades, placing the state among those with the lowest fertility rates in the country. Furthermore, California witnessed a net loss of 407,000 residents to other states between July 2021 and July 2022. Data reveals that young people aged 18 to 29 were among those most likely to have left California within the previous five years. This trend towards a less youthful population has also been reflected in electoral shifts. During the 2022 elections, California saw a movement away from Democrats, with Republicans gaining three seats in the state legislature and President Donald Trump securing a larger share of the vote compared to previous Republican candidates. 'The state Senate was just one part of it. Going from eight seats to 10 seats doesn’t sound like a huge gain within a year, especially with 40 seats in total. But it is a start. Orange County flipped back, and now they are only a few seats away from taking away the supermajority,' political commentators noted.
