ByteDance says the Oracle deal will need China’s approval as the proposal faces pushback in the U.S.

this meant the U.S. company will only provide basic cloud infrastructure services, like local hosting of data. However, according to a, Oracle will get full access to TikTok’s source code and updates to ensure the platform’s Chinese parent cannot add any security backdoors to access data from the app’s U.S. users.

Oracle will also be able to inspect the algorithms that pick what videos get shown to which users and will be able to continue to review the technology as updates come in to make sure there are no new points of user data access for ByteDance. As per the deal, TikTok would also reportedly be asked to hire an independent board approved by the U.S. government and institute oversight by a third party that reports to the U.S. government.
