The ordinance, known as Emergency Ordinance 864, was passed by a 5-2 vote and took effect immediately. City spokesperson Devin Chicras stated that the ordinance aims to align with recent federal and state court decisions and provide a clearer avenue for officers to encourage individuals to seek alternatives to camping.

The new ordinance replaces a previous one that was not effectively enforced, despite a court challenge. Chicras explained that if individuals accept offers of shelter or housing and agree not to sleep on public property, no arrests are necessary. King County Sheriff Patti Cole-Tindall expressed confidence in the enforceability of the new ordinance, citing its lack of vague language and the removal of the city manager's authority to unilaterally change no-camping zone boundaries.The ordinance has resulted in cleared sidewalks in areas previously plagued by encampments, including in front of the Grocery Outlet, Dollar Tree, City Hall, and the public library. A large lot in front of the police department and King County District Court, previously used for camping, remains clear after being cleared by the county in October. Burien officials are working with individuals experiencing homelessness to connect them with shelters and permanent housing. The city collaborates with the More We Love organization, which partners with police to offer services and shelter to those sleeping on public property. City officials believe the ordinance helps maintain safe streets while addressing the underlying issue of homelessness
