While the state works to take planning controls away from obstructive councils to boost housing supply, builders say there aren’t enough workers to complete developments.

West Australian builders say the state government’s moves to wrestle planning controls away from obstructive councils will fail to solve Perth’s housing crisis while a severe workforce shortage and surging costs make them hesitant to invest in new projects.

Robert Shaw, director of Daly and Shaw Building, said the COVID-19 pandemic led to a confluence of surging material prices, delays in procurement and chronic labour shortages. The WA government is looking to the UK and Ireland for job-ready tradies, loosening visa requirements in a bid to alleviate the city’s contractor shortage.

Housing Minister John Carey last week singled out Nedlands Council, in Perth’s affluent western suburbs, as a major culprit of slowing housing growth close to the city. The planning reforms allow developers to choose to circumvent a local government, and instead apply to an independent panel to assess multi-level developments worth more than $2 million.Announced by the state government earlier this year, the new regulations are expected to take effect by the end of 2023.
