COLUMBUS, Ohio -Gov. Mike DeWine signed the state’s two-year, $60 billion budget, which includes a new $10 million child care cost-sharing initiative. The Child Care Cred program is among the most high-profile additions in Ohio’s newly passed state budget. The program, modeled after similar “tri-share” efforts in other states, divides child care costs among employees, employers and the state. Workers and businesses would each pay 40%, while the state covers the remaining 20%. Participation is voluntary for employers, who may also choose to subsidize their employees’ share. The initiative was not proposed by Gov. Mike DeWine but was supported by the Ohio Chamber of Commerce and introduced in several standalone bills. The House added it to the budget, the Senate removed it, but the House ultimately prevailed in final negotiations.Solving child care crisis takes multi-prong solution, expert panelists say The budget also establishes a child care recruitment and mentorship grant program to help grow Ohio’s supply of licensed providers. The Department of Children and Youth will operate the program, with $1 million allocated for fiscal year 2026 and $1.85 million for 2027. A Silicon Valley company that markets business tools to child care providers requested the program.DeWine’s proposal to expand eligibility for publicly funded child care—from 145% to 160% of the federal poverty level—was rejected. The current threshold, $46,617 for a family of four, remains one of the lowest in the region, despite the proposed expansion being funded through federal dollars.DeWine last year launched a child care voucher program to help families earning too much for publicly funded child care.
