BROOK PARK, Ohio - The Brook Park Planning Commission has approved the preliminary development plan for the new Browns dome, while adding some conditions to fit the city’s needs. The PDP was brought to a vote on Tuesday night, following a presentation and questions.

Lincoln Property Company and Haslam Sports Group explained more about the project from the PDP, while also taking the time to provide input on potential changes. Prior to the official vote, members of the planning commission added three conditions that the new site must follow:Have a minimum of 13,000 parking spaces The last condition was met with hesitation from Lincoln, as the current plan is for 8,000 parking stalls. “The 13,000 stall increase is dynamic. 5,000 stalls, the site didn’t get any bigger or smaller,” HKS said. The parking stall increase came after multiple planning commission members and public speakers voiced concerns over the amount of on-site parking. Many fear the lack of parking would lead to overrun neighborhoods on gamedays and potential safety concerns as people walk to the stadium. “That leaves pedestrians potentially walking as far as 1.2 miles, even with the 12,000 spots. That is a concern of ours, especially as a commissioner, one of the biggest things is looking out for the safety of the city,” Planning Commissioner Holly Klingler said, “So, at 12,000 stalls, there was already a concern, but something as low as 8,000 now, that is a significant concern for safety”.Gillette Stadium : 65,000 seats, 14,000 on-site parking stalls, 8,800 satellite stallsLucas Oil Stadium : 70,000 seats, 40,000 parking stalls within six blocksThis shows that the Browns new dome, at 70,000 seats and 8,000 parking stalls, would be drastically below those other stadiums for parking access. Lincoln said that this large of an increase in stalls at this current point in the development process creates an issue from a design, funding and execution standpoint. “The design got refined, landscape got implanted, and the parking stall counts vary from earlier iterations to where we are today and they’ll continue to vary, which is why we have a range, you know, a 5% range currently in the document If it swings 300%, that’s big. This is talking about a 5,000 stall increase over the overall phase, which is roughly five parking structures, which is a very different financial consideration for the project, which is not currently underwritten”. The vote to approve the PDP means the developers can move forward to establish and present a final development plan to the planning commission.
