BROADVIEW HEIGHTS, Ohio -- City Council has placed a six-month moratorium, or temporary delay, on approving new pawn shops, discount stores, secondhand shops and thrift stores. The idea is to give council -- which unanimously approved the moratorium Oct. 27 -- time to amend municipal code and zoning regulations in relation to such businesses. Council President Robert Boldt told cleveland.com Tuesday that council wants to tighten its zoning code and ordinances to guard itself better against lawsuits whenever the city rejects plans by certain businesses.“We have a heightened sense of awareness of being vulnerable right now,” Councilman Brian Dunlap told cleveland.com Tuesday. Boldt said council put aside $75,000 in the municipal 2026 budget to hire lawyers -- those with experience in zoning issues and local ordinances -- to review city code and make recommendations. “They can make sure that any updates to our zoning are thoughtful, defensible and in the best interest of our residents,” Boldt said.Councilman Tom Pavlica told cleveland.com in a Tuesday email that the city’s current zoning regulations have been in place for decades and need modernization. “This moratorium is simply a pause that allows us time to evaluate our zoning code thoroughly and determine what types of future development are most consistent with the character and goals of our community,” Pavlica said. Councilwoman Jennifer Mahnic said in a Tuesday email that she wants to space out businesses that are similar to each other. “I believe that it is essential for us to assess the quantity of similar businesses and their spatial arrangement in the community to ensure a balanced offering of services and amenities for our residents,” Mahnic said.
