The Brighton Central School District in New York has discovered historic fill materials during the construction of new athletic turf fields. The district has halted work and is working with state environmental and health agencies to develop a remediation plan, ensuring the safety of students and the community.
Brighton, N.Y. The Brighton Central School District has announced a significant development related to the construction of its new athletic turf fields behind Brighton High School. During initial site preparation in January, the construction contractor uncovered historic fill materials beneath the topsoil in the athletic fields area.
According to Superintendent Kevin McGowan, these materials, which include ash, cinders, brick, glass, ceramic, and metal, are likely associated with historical land use between 1830 and the 1920s, when the site was used for brick manufacturing and related industrial activity. The discovery immediately prompted the district to halt all earthwork, adhering to standard construction and environmental safety protocols. This action underscores the district's commitment to prioritizing the safety of students, staff, and the community. This situation arose after prior concerns from parents and community members regarding potential health risks linked to artificial turf, particularly regarding forever chemicals, also known as PFAS. Despite assurances that the field surfaces have been thoroughly tested and are safe, the district is taking extra precautions in light of this new discovery.\Following the discovery, the district promptly initiated further soil testing and engaged environmental professionals to assess the conditions. Analytical testing revealed that certain compounds were present at concentrations exceeding regulatory thresholds, which triggered formal notification and the involvement of the New York State Department of Environmental Conservation (NYSDEC) and consultation with the New York State Department of Health (NYSDOH). To ensure the utmost safety, the district has retained Terracon, a licensed environmental consulting firm, to develop a Site Management Plan (SMP) under the oversight of NYSDEC and NYSDOH. This SMP will establish detailed, enforceable procedures for soil handling, worker and community protection, air monitoring, dust suppression, and long-term management of the site. Experts have confirmed that this historic fill has existed on the site for over a century and would have been encountered during any construction, regardless of the project's nature. Recognizing this unexpected challenge, the district plans to transform it into an opportunity to remediate the area responsibly, under full regulatory oversight and with modern safety protocols. The district will implement approved cover systems, such as new fields, pavement, concrete, or clean soil layers, to prevent future exposure to the materials. Moreover, the original plan for a water retention basin will be replaced with an underground chambering system. This modification will prevent water draining from the field from contacting the historical fill materials before discharging into the existing storm water inlet.\The Brighton Central School District is collaborating closely with NYSDEC and NYSDOH to evaluate design modifications. These modifications aim to substantially reduce soil disturbance, limit off-site disposal of the fill materials, and manage associated costs, all while adhering to or exceeding environmental and public health standards. Construction will only resume after the Site Management Plan has received regulatory approval. The district has emphasized its unwavering commitment to transparency, regulatory compliance, and the health and safety of students, staff, and the community. Superintendent McGowan highlighted that the district's response reflects prudent stewardship, expert oversight, and a clear focus on minimizing risk and ensuring the campus remains a safe environment for future generations. The information about these developments was presented to the Board of Education at a recent meeting. The district anticipates utilizing the fields in the spring of 2027, provided that all necessary regulatory approvals are secured and the remediation work is completed safely and effectively.
