Candidates’ stances on how to implement “Baby Prop. C” funds revealed key differences at a mayoral forum

Three of the four leading challengers to San Francisco Mayor London Breed said Tuesday they support solely using funds from 2018’s voter-approved Proposition C to create a city-run universal day care system, while the incumbent said The City must first conditionally introduce such a program.

The program launched in April 2021 with an application process, but now all residents under 18 can board any Muni line for free. District 11 Supervisor Safai said his district contains The City’s highest concentration of family and child care providers, many of whom are immigrants and women of color. Safai, a father of two, said a lack of access to affordable child care is why “working- and middle-class families are being pushed out” or moving elsewhere. As mayor, Safai said he would use the Prop. C funds to create a universal child care system.

“If we truly are dedicated to providing space for working families, real good, universal child care in language, culturally appropriate, mental health services, we have to commit to protecting , advancing it and making it stronger,” Safai said, noting that included paying providers a living wage. “We should leverage some of that money in a way that helps it to grow as well.”
