As the number of migrant children under government custody reaches a record high, Comprehensive Health Services—the nation’s sole for-profit operator of youth migrant shelters—has seen its business surge this year by DenizCam
after General John Kelly, President Trump’s former chief of staff, joined the board of directors of the holding company that oversees Homestead.
CHS, founded in 1975 as a medical services provider, is owned by a Virginia-based private equity firm called DC Capital Partners and was in turn incorporated under Caliburn, a holding company that mainly consists of four government contractors that the private equity firm had already owned: CHS, consultancy firm PT&C, and security companies Sallyport and Janus Global Operations. In 2017, Caliburn pulled in $785 million in sales, according to public documents.
“We operate in a number of challenging and politically charged environments, which has subjected us to public attention,” Caliburn claimed in a private memo from April, initially acquired by the. “Allegations regarding our activities, even when we act in full compliance with applicable laws, could harm our reputation and adversely impact our share price,” the memo read, responding to criticisms of its shelter operations.
