The removal of bollards on Bourbon Street for Super Bowl security upgrades is being cited as a factor in a deadly attack that killed at least 10 people. The bollards, designed to prevent vehicles from driving into crowds, were not in place during the attack, allowing the suspect to drive onto the sidewalk and into a crowd of revelers.

While the bollards are under repair, police vehicles, other barriers and officers were being used to guard pedestrians on the bustling street that was packed with people for the holiday and the The police commander that oversees the district of the city where the attack took place said that a police car had been strategically positioned on the sidewalk to prevent access to Bourbon Street. But the attacker, 42-year-old Shamsud-Din Jabbar, was able to drive around the parked vehicle onto the sidewalk and into a crowd of people.
Asked about the possibility of someone driving around the parked police car, the New Orleans commander, Capt. Lejon Roberts, said “it wasn’t something we expected to account for.”
