In Marvel Comics, Red Hulk is the alter-ego of Thaddeus "Thunderbolt" Ross, a character previously played in the MCU by the late William Hurt.
It is known that Stark Industries were the first outsiders to discover vibranium in Wakanda, with Howard Stark conspiring with Erskine during World War II. As such, Erskine using the heart-shaped herb - which was revealed in Black Panther to be powered by the vibranium comet that crashed in Wakanda - in his Super Soldier Serum would explain why it worked with Steve Rogers.
Ross wanted to capture Banner as the Hulk was, in essence, a super soldier. Ross believed Banner belonged to the U.S. government due to his creation and wanted to bring him in so that he could experiment on him. Ross hoped these experiments would help him synthesize a working Super Soldier Serum so that he could finally fulfill his obsession with recreating Project Rebirth.
Another lingering plot thread of the MCU's Phase 4 is that multiple parties are interested in obtaining vibranium. The death of King T'Challa in the MCU led to many countries attempting to take advantage of Wakanda's perceived weakness and steal vibranium, something Valentina Allegra de Fontaine - a confirmed Thunderbolts member - was shown to also desire in Black Panther: Wakanda Forever.
