An investigation is underway into the death of Simeon Francis in his cell at Torquay police station last month
During the first arrest in Exeter, Devon, Mr Francis can be heard accusing the officers of being racist, adding while being restrained on the ground that he could not breathe. He is also heard to shout ‘You’ve got my throat’.Around 10 officers are involved, with three holding him down at first. The incident has been referred to the Independent Office for Police Conduct .
Police said Mr Francis died at Torquay police station on Thursday, May 21, after his arrest in Exeter the day before. The family have lodged a formal complaint of use of excessive force against Devon and Cornwall Police In a statement, his siblings, from Torquay, Devon, said: ‘The news of the death of another black man whilst in police custody raises again the concerns regarding the disproportionality of black people dying in custody.
