Bipartisan PROMISE Act Aims to Force Congressional Action on Social Security Solvency Crisis

A new bipartisan bill, the PROMISE Act,seeks to establish a fast-track process in Congress to compel lawmakers to address Social Security's looMing funding crisis, which projects trust fund depletion by 2032 and a 22% benefit cut without intervention.

A recent account highlights that Social Security's trust fund is projected to be depleted by late 2032 unless Congress takes action. At that point, the program would only be able to pay approximately 78% of scheduled benefits,leading to an automatic 22% reduction for millions of retirees.

In response, a bipartisan group of legislators has introduced the PROMISE Act, a bill designed to create a streamlined congressional process to force consideration of legislation that would extend Social Securitys solvency. the bill would task the bipartisan Social Security Advisory Board with drafting a base proposal to keep the trust funds solvent for at least 50 years. If the board fails to produce a plan, the Senate and House majority leaders could introduce their own legislation; if they decline, any bipartisan pair of lawmakers in either chamber could do so.

The bill would then refer the measure to the relevant Residence and Senate committees, where hearings and amendments could occur. If eiTher committee fails to act, the legislation would automatically advance to the floor for up to 100 hours of debate. The PROMISE Act's sponsors argue that the measure addresses Congress's longstanding inability to act on Social Security despite the acknowledged funding crisis. While many proposals have been introduced, few have received floor votes.

The bill itself does not specify a solution; instead, it establishes a process to ensure that Congress debates and votes on proposals that would keep the trust funds solvent for at least five decades. This legislative effort emerges as lawmakers continue to offer competing visions for addressing the program's finances.

For instance, Senators Bernie Moreno and Elizabeth Warren have proposed eliminating the Social Security payroll tax cap for high-income earners, a change they argue would generate trillions in additional revenue. Critics contend that such a change alone would not fully restore long-term solvency and would alter Social Security's traditional earned-benefit structure. Some analysts suggest expanding the payroll tax to cover currently exempt compensation,like employer-sponsored health insurance, as an alternative way to improve finances
