The expansion was pitched by Shapiro in his budget request earlier this year - although only as a longer-term item, given that an expansion of the program for 2023 will not hit the state’s finances until the 2024-25 fiscal year.
0 was passed unanimously by the Senate after clearing the House earlier this month. It now goes back to the House for concurrence before heading to Shapiro’s desk.
It would also raise the maximum rebate amount from $650 per year currently to $1,000, adjust the phase-in of that rebate for different income levels, and automatically adjust the income limits each year for inflation. Data from the PA Department of Revenue show 606,000 Pennsylvanians receiving property tax and rent rebates totaling $282 million in 2009, the program’s peak. As of 2020, that has dropped to $213 million in rebates across 444,000 recipients.
