Advocates of a bill intended to address student discipline disparities are at a crossroads with education officials, who fear the bill, in its current state, will handcuff local school leaders.

Prohibits suspensions and expulsions for students in grades pre-K through 5th grade, unless their behavior endangers the physical safety of others.Requires notice of long-term punishment to be given to guardians 10 days in advance One of those students was Shatarra Pelton’s son, Dakarai, who she said was falsely accused of smoking marijuana in an Alabama school parking lot during his senior year. The district refused to accept two drug tests he had voluntarily taken, suspended him and denied him a fair and impartial hearing, Pelton wrote in a letter to lawmakers this month.

“I think one thing that we can all agree on is that we want all students to be in school,” Jerome Dees, a policy director for the SPLC Action Fund, told lawmakers this month. “And we want to make sure that no student is unjustly or unfairly removed from school without good cause.”Leaders at the Alabama Association of School Boards, School Superintendents of Alabama and Council for Leaders in Alabama Schools spoke against the bill during a public hearing earlier in March.
