The bill passed by a narrow margin of one vote, marking a significant legislative victory for House Speaker Mike Johnson and the Republican leadership. "Today the House has passed generational, truly nation-shaping legislation," said Johnson, as he and House Republican leadership took a victory lap following the bill's passage. The passage of the bill fulfills a key objective to have it approved by Memorial Day, despite facing numerous challenges along the way. Johnson, with the President's assistance, managed to unite various Republican factions that had previously opposed certain aspects of the bill. "Take this as a lesson. Don't bet against the House Republicans," said Rep. Tom Emmer, R-Minn., emphasizing the party's determination. The bill encompasses several priorities from the Trump administration and the GOP, including nearly $4 trillion in tax cuts, largely by extending tax cuts from Trump's first term. It also eliminates taxes on tips and overtime, fulfilling a campaign promise from the President. Additionally, the bill allocates billions for defense spending and southern border security while rolling back Biden-era green energy tax credits. Significant changes to social programs are also included, with new work requirements for SNAP benefits and Medicaid. These requirements are set to begin at the end of 2026, potentially affecting a large number of beneficiaries. Steve Moore, a former Trump economic advisor, echoed Republican sentiment that the requirements should have been in place already. "We should have work requirements for all welfare programs, able-bodied people, not people in wheelchairs or people who are unable to work um and we should have had those yesterday," Moore told The National News Desk prior to the bill's passage. Democrats have criticized the bill and will likely use the different components early and often on the campaign trail heading into the 2026 midterms. “The GOP tax scam represents an assault on the economy, an assault on healthcare, an assault on nutritional assistance, an assault on tax fairness, and an assault on fiscal responsibility," House Minority Leader Hakeem Jeffries, D-N.Y., said on the House floor prior to the final vote. Despite its passage in the House, the bill faces an uncertain future in the Senate, where some Republicans have expressed concerns about the proposed Medicaid cuts. On Truth Social, the President commended the House's efforts and urged the Senate to expedite the process and send the bill to him as soon as possible.
