“There is a political risk to not being visible all the time, every single day,” Payne said. “But I think that sticks true to Biden’s brand, and his general political offering to the public of being a president who is around when he needs to be but not so ubiquitous that you can’t get away from him.”Biden has also learned that betting on ongoing dysfunction among House Republicans does not always succeed as a political strategy.
