As Biden continued his speech, a handful of Republicans began voicing their displeasure, calling out and interrupting the president. "Anybody who doubts it," Biden said as a chorus of Republican boos ensued,"contact my office, I'll give you a copy of the proposal." "If Congress doesn't keep the programs the way they are, they can go away, Republicans say. I'm not saying it's a majority of you. I don't even think it's a significant majority—" Biden said before being cut off by more jeering."It's being proposed by individuals. I'm politely not naming them, but it's being proposed by some of you.
