Former Vice President Joe Biden said he would support a plan to extend GI Bill benefits to all veterans. US Army veteran Dave Degner, 42, explained to Biden that he enlisted before September 11, 2001, and served until 2004. "I am unable to utilize GI Bill benefits after 15 years from when I got out of the military," he said.
