The two leaders, veterans on the global political stage, meet in Geneva with the relations between their countries arguably at their worst in decades.

President Biden’s summit with Russian leader Vladimir Putin on Wednesday in Geneva is far different from Putin’s meetings with President Trump.

Biden, who has been preparing for the summit for weeks along with national security advisor Jake Sullivan and Secretary of State Antony Blinken, previewed his message for Putin during a news conference Monday after ain Brussels. Although reluctant to tip his hand, the president said he would offer Putin opportunities to work with the U.S. on issues of mutual interest such as arms control and climate change — but only if Russian hostilities abate.

“I’m going to make clear to President Putin that there are areas where we can cooperate, if he chooses,” Biden said. “And if he chooses not to cooperate and acts in a way that he has in the past, relative to cybersecurity and some other activities, then we will respond. We will respond in kind.” Biden also dismissed questions about whether he was meeting with Putin — whom he called “a worthy adversary” — too soon in his presidency, noting that NATO allies who’d spoken to him about it uniformly expressed their support.
