In 2016, the Republican debates were criticized for splitting the candidates into two groups according to their poll standing, with all the high performers on the same night.
Biden said the format and number of candidates would give the participants too little time to make substantive cases. A failure to make the cut for the debates and the opportunity to mix it up with the front-runners would be a further blow to a campaign that is already struggling in the polls and in fundraising, though it wouldn’t necessarily be fatal.
Bullock’s campaign released a statement on Wednesday “highlighting the lifesaving impact of his work to expand Medicaid in the final days of the 2019 legislative session,” which motivated his “decision to delay his entry into the presidential race until mid-May.” Along with Bullock, Mayor Wayne Messam of Miramar, Florida, and Massachusetts Representative Seth Moulton are not expected to qualify for the first debate.
