Preliminary information indicates the inmate appeared to suffer from a medical episode that was compounded by withdrawal symptoms, the sheriff’s office says.

A 41-year-old Bexar County jail inmate was found unresponsive by a deputy during an observation check early Friday. According to the Bexar County Sheriff’s Office, a booking deputy was conducting “face-to-face observation checks,” when he found an inmate, later identified as Francisco Javier Salinas , unresponsive shortly before 7 a.m. The deputy began performing lifesaving measures and called for additional medical assistance.

Sheriff Javier Salazar said his office is looking into adding more protocols to create a safe environment for inmates experiencing withdrawal/detoxification. “We have taken proactive measures, such as instituting ‘Operation Life Guard,’ a wide-scale approach to addressing inmate health and welfare. This plan has seen some success.

Internal Affairs Unit will conduct a concurrent but separate administrative investigation.
