Instead, there were homeowners who wanted multiunit zoning for various reasons. Some wanted to rebuild apartment units they had owned in the burned area. Others had suffered insurance losses and were hoping to build or rebuild rental properties on their properties to give them additional income. Many of the concerned parties spoke at the Oct. 2, 1923, council meeting. A.H. Sanborn was in favor of multiunit zoning.
