The City Council passed an ordinance against “rent gouging” that the city attorney vowed to put into effect quickly.
The Sept. 20, 1923, list reported refugees staying at the Whitecotton Hotel , the Hotel Carlton, the YMCA downtown and in many private homes in Berkeley, Oakland, San Francisco, Piedmont, Danville and even Hollywood. Most seem to have found temporary Berkeley addresses, at least in terms of a place to contact them.
“Residents of the area are urged to secure these passes and make inspections of their ruined homes before tomorrow afternoon at 5:00 o’clock. Dynamite squads will then resume their work as the first steps in clearing the ruins. Burned automobiles should be removed before tomorrow afternoon. “Visitors have much difficulty to get their bearings in many parts of the burned area,” the Gazette reported. “The street signs are destroyed, and landmarks all gone, so in many sections it is hard to discover just where one is.”
