That investigation is Module Three but will now come out of chronological order after Module Four, which is an investigation into the vaccines rollout – one of the Government’s few pandemic success stories. Lady Hallett will start to take evidence for the vaccine rollout probe in the summer 2024 – meaning this would probably provide favourable good news for the Conservative government in the run-up to a general election, whichBecause the inquiry cannot hold hearings during an election campaign, the Module 3 hearings into the NHS response could be pushed back until after the period of election purdah ends, when a new government is formed.

But sources at the Covid inquiry insisted Lady Hallett’s investigation was entirely independent of the Government, and they had always made clear that modules could be held at different times and out of chronological order. They also pointed out that Lady Hallett is expected to publish her reports into Modules One and Two – the Tory government’s pandemic preparedness and the Government’s response as the pandemic hit in 2020 – during 2024. Those reports areThe Covid families group said the decision to delay Module Three, and a further investigation into care homes, Module Six, until later in the process had been made without consultation or dialogue with bereaved families.
