Police said Robert Scroggs is a 'long-time special education teacher' for the Bellevue School District and recently worked at Newport Heights Elementary School.
Police are asking Bellevue residents for help with an investigation after a 73-year-old substitute special education teacher was arrested for allegedly molesting a minor at Newport Heights Elementary School.
Scroggs is a “long-time special education teacher” for Bellevue School District and recently worked for the Newport Heights Elementary School’s special-needs department from January to April 2024. Police said his history of employment suggests "the possibility of more victims." The 8-year-old told her mother that "Mr. Bob touches me down there," according to charging documents. When asked to elaborate, the child said Scroggs would tell her to lay down on her stomach on a bean bag chair in the resource room and he'd "massage her back and buttocks," charging documents say.
According to charging documents, the mother said her daughter once told her Scroggs said he loved her as he was leaving school. He also had given the child "little bracelet gifts that he got from his overseas travels," charging papers say. The police report states Scroggs told the student she could sit on his lap when they were alone.
