A Bellevue elementary school teacher who is accused of child molestation was arrested for the second time after a new victim came forward.
Scroggs is accused of touching the young girl inappropriately during class. According to Bellevue police, this incident occurred during the time that Scroggs was a substitute teacher for Newport Elementary School from January to April 2024.
