A water treatment firm boss believes the Government may have done tests on the Bibby Stockholm barge “too late” to safely screen for Legionella.
Mr Hogben says the evacuation could have been avoided, adding: “The fact they have moved people into the barge before they had test results in suggests they did not do the tests enough in advance.
The HSE guidance – termed L8 – states a ”suitable and sufficient” risk assessment for Legionella should be carried out. It also states that a ”scheme of control,” which sets out how an outbreak could be controlled, should be created. Mr Hogben said he suspects that the issues may have arisen as the barge was not used for many months without heating the water before the asylum seekers were moved on – and legionella may have been allowed to grow to dangerous levels as a result.
